In Tropico you manage your own country. You have different relations with different groups within the country (nationalists, followers of religion, etc). You also have to manage relations with other countries. Each building is built separately, instead of in zones. You manage trade, finance, etc. SimCity 5 is a Multiplayer focused city building game. The MP is still broken, and the AI is also still broken.
The game gets boring after a few hours of gameplay. There is not a lot too it, and even though Tropico is not the most advanced city management sim out there, it's definitely more advanced than the mess that was SC5. TL;DR: Tropico 5. People go into any job/house that is closest to them. They will follow the shortest road route, rather than the least congested. So much for 'everyone you see is a real person. It seems like Maxis have no idea what they are doing with the game, and constantly going back on what they have said, even this far after release. Tropico on the other hand, (though far from perfect) did a lot of what SimCity both promised and failed to deliver. Each individual person has their own beliefs, job, home, family, etc. The maps are big enough to have a proper economy.

The devs actually know what they are doing. Overall, in terms of quality, Tropico is the superior game by miles. In terms of how fun each game is, that's purely subjective.
